Rojas said the state is the one that fails to comply with labor laws and decrees to recruit under Safco Act 1178, Municipal Act 2028 and the Public Service Statute 2027 that ignore the rights of workers. Also, "many of the officials are bound by the consultants," he said.

"The Government, despite recognition of a popular, progressive and left still assumes neoliberal rules as the Municipalities Law, the Law on Regional Autonomy is also labor rights violations. " The analyst said that to create quality jobs and decent should industrialize commodities and should be a change in the political class of the State to not benefit from foreign capital. (WCH)
